Zinaida Gonchar – de echtgenote van de verdwenen vice-voorzitter van de Opperste Sovjet van Wit-Rusland – heeft een brief gestuurd aan Giovanna Zucchelli, de secretaris van de VN Commissie voor onvrijwillige verdwijningen. Hierin vraagt ze om een onderzoek naar regering van Wit-Rusland en om uitleg door de regering van het recente commentaar van Lukashenko in enkele Russische media. In her letter to Ms. Giovanna Zucchelli, Zinaida Gonchar writes: “the recent communication by the Belarusian government of 3 February 2009 states that the investigation of the disappearance of Mr. Gonchar has been extended till 24 March 2009 and that so far the prosecutor does not have any new information on the matter.”
However, in his interview with the Zavtra Russian newspaper of 10 June 2009, President Lukashenka named a number of reasons for the murder of the persons, who are still considered missing.
Alyaksandr Lukashenko said that in particular: “There many reasons hindering our union, political, psychological and social ones. But all this is dished under the dressing of the alleged lack of democracy in Belarus; that Lukashenko is a dictator, and people are disappearing without traces in Belarus. Three persons have perished, and mass media are still repeating this. Lukashenko has killed them as opponents of the regime. In fact, two of the disappearances were business-motivated murders; they had promised to buy or to sell something and failed to stick to their promises, so they were killed, as it is usual in half-bandit circles. Traces of murderers have been recently found in Germany.”
“From Lukashenko’s statement it follows that my husband is meant. The leader of the state is not an authority in charge of the criminal proceedings, or an organ which has a right to oversee and control the criminal proceedings, but he shows knowledge about the results of the investigation and publicly speaks about them. However neither I nor my lawyer have any information about the progress in the investigation, we are not allowed to familiarize ourselves with the documents which under the national law are to be given to complainants on demand. That is why it came as a surprise for me and for my lawyer that reports about the allegedly disclosed crime and my husband’s murder as a proved fact have appeared,” Zinaida Gonchar said.
The widow of the disappeared politician calls upon the UN Working Group on Enforced or Involuntary Disappearance to oblige the Belarusian authorities to comment on Lukashenko’s statement, promising to do her best at the national level to determine the trustworthiness of Lukashenko’s statement.
The appeal is due to be considered during the 88th session of the Working Group in Rabat, Morocco, from 26 to 28 June 2009.
